Safe Browsing. Is it Possible?

Yes. A well-designed, well-maintained, regularly updated, system of anti-virus, anti-malware, anti-ransom, privacy programs with respective moderately-set shields and regularly scheduled weekly scans will do much to enhance browser and overall Windows security. And, there is no One Way, everybody has to cobble together a system that works best to provide an ever-moving seesaw of balancing functionality and security. One can also add a few thingies within each browser that enhances security without losing functionality.

I agree with what RolandJS says but would add, THE main deterrent is and always will be..... you. The keyboard operator. If you are as worried about security as your post alludes to then you need to educate yourself (and other users of your machine, if any) in what to be wary of. I daresay most and I do mean MOST infections can be prevented by a little wariness and prudence. In my own case the only times I've ever been infected have been self inflicted, at least since I got serious about my machine and what I could do with it.

I don't think one can be safe with a Windows system. Those AV programs are designed to make you sleep at night, but they will not resist a serious piece of malware. If you go on the internet with Linux, your chances of staying clean are a lot better.

If using Windows then probably you'd need something like Panda Safe Browser if you can be bothered with the hassle of installing it.
It runs as a virtual machine.

For VM users: The installer may remove VM's that are already present on your machine. Not recommended in such cases.

Personally I'd use a Linux Live USB for really dodgy browsing.
