Color highlighting rules won't apply

I've used Windows Live Mail in Vista for a while now and I have no trouble at all with my rules. But on my Windows 7 laptop, I can't get the rules to work.

I choose "Where the from line contains people" on top, and below "Highlight it with color." I know how to set up the rules because I've done it on my Vista, and I did it on the old Windows Mail.

When I click to apply it runs and tells me the rule has been applied, but it hasn't.
