Change behavior of new tab in chrome

Before formatting and reinstalling the computer I had chrome working PERFECT. Right click new tabs would open next to the current one and if I click the new tab button at the far right the new tab opened at the end of the current tabs.

I specifically remember there was a setting in Chrome itself to adjust the behavior because I never had an extension before and I REMEMBER changing the setting from within Chrome but I can't remember how or where the setting is. All I can find now is suggestions to use an extension called tabs plus. I tried it, it sucks and doesn't so what its supposed to or at least I cant get it working the way it did before.

Does anyone know where the setting in chrome is to change the behavior of new tabs without extensions? I tried the only one I remember "chrome:flags" and it not in there.

That is the way Chrome works by default. Have you tried resetting Chome to default in settings?
