Conflict in WLM between safe list and user rule

In Windows Lived Mail: If I have a message rule sending a sender's mail to Junk and that same sender is on my safe senders' list, what is the result? In other words, which instruction takes priority? Also, what is the result if the rule instead deletes the mail? (A reference to some documentation would be helpful.)

The question is, do you want to receive emails from this sender that you have on both lists. If you do then you should remove them from the Junk or Block list & make sure they are on the safe senders list.

I don't know whether sending to Junk or Safe sender would take preference & it may be related to the other security settings you have set in WLM.

Retrieve safe sender list from backup image
