internet explorer maybe hijacked

hi i got firefox as my main browser i blocked internet explorer in sandboxie and spyshelter firewall preminum and restricted it in there as cant allowed to run now when i do my morning clean up system health that takes 2 hours mainly i noticed that privacy eraser ccleaner keeps finding internet explorer cookies data and other stuff from there how is internet explorer getting out or dailing out if it blocked by sandboxie and spyshelter it shouldnt be allowed online at tall so how is it running in the background maybe visiting site and picking up data in the folders?? i disabled internet explorer i thought i turned it off in turn off windows feature from control panel yet internet explorer is still getting online and leaving traces behind if it getting out in the background maybe malware trojan could have hijacked it? what the best to do should i somehow uninstall internet explorer but i looked on google and they say u cant uninstall internet explorer so what are my options?
