Problem with IE / Chrome with downloading files.Failed-Virus scan fail

My attorney calls me with her IT problems. I normally can solve issues without the need to post but this problem is beating me. I have tried a number of things already after searching google. I tried the registry fix in the policy/attachments/etc... no luck.. It's a windows 7 pro machine (dell) and she recently started having problems with the IE and Chrome browser not downloading files. It gives the error "Failed - Virus scan failed" on both the browsers. I have installed firefox to circumvent the problem. It is a band aid as they use google's G Suite and it works best in Chrome. Can anyone help me? I've tried doing a malwarebytes scan as well as the Webroot scan... I have to call Webroot tomorrow to reset the dashboard password/security code so I can take it off to check if the problem still happens, betting it does...

I have tried a number of things. What scan tools do I need to use to post here? Fubar/FSS/IKill?

What anti virus program is installed on the computer. It seems like it might scanning the incoming download & failing it due to a possibly over sensitive settings. See if there is a setting so the AV program does not scan incoming downloads.

The pc uses the business edition of Webroot, I get an email when ever it detects anything. I haven't gotten an email from them about any of the files.

The registry didn't even have a 'attachment' in the policy area. I created it and the dword with the hex of 1. Still doesn't want to work.

I don't have any other active scanning software on the pc. There was the mcafee secure key but I uninstalled that. I looked at webroot and there was nothing in the history for it. FSS (the Fubar scan tool) does give a false positive with webroot, and I got the email from webroot about that one. So I know that part is working and I would be getting emails on other problem applications if it had found any.

You mentioned that Mcafee was installed at one stage & you say you uninstalled it, but did you use the Mcafee uninstall utility, which can be downloaded from their website.

AV programs can be very hard to get rid of & just uninstalling them in the usual way often leave remnants that cause mysterious problems.
