IE11 will "had to favorites bar" but not "favorites"

Internet explorer 11 will let me "add to favorites bar" but when I click "add to favorites" it says "internet explorer has stopped working". I've tried resetting it - didn't work. I've tried using "software rendering" instead of "gpu rendering" - didn't help. I've tried running it with no add-ons - that didn't help. I'm lost. Anyone have any ideas on how to fix this? Thank you
