Browsers cease functioning except for IE, but there is no virus.

    Hi all,
today I had the following problems.
Firefox, my normal browser would not start. Task Manager showed it as a process, but no window opened.
So I tried Chrome. The window opened but did not connect to the net.
    IE functioned perfectly.
After some experimentation, it seemed that the only connection I could make was via IE. I could download files via IE, but AV programs could not update definitions files, and application installers would not work.
I booted from 2 different AV rescue disks (Comodo and Kaspersky) but neither found anything suspicious.
So this seems to be a networking problem.
Finally, instead of connected via my wifi, I tethered from my phone via usb but with the same problems.
Can someone suggest where I might look to find the issue
    Thanks
