stop browser connecting to specific server

As the title suggests I want to stop browser ( Google ) from connecting to a server that is probably large and is fairly close by. I don't have a tinfoil hat but it is a provincial government server that throttles bandwidth.

Example if I use Ookla it shows about 4Mbs , If I select any other in the region it will show 12 and sometimes up to 20.
I know it is not fast but 12 is a lot better than 4
    Thanks for any help. Art.

If you're talking about speedtest.net, blocking a server has nothing to do with what server you use. Those servers at the website are just options for you to test. It has NOTHING to do with your ISP or anything.

You can block/unblock a Web Server from connecting, by using the Hosts File Block Websites using Hosts File in Windows | Tutorials .

If you are not satisfied with the DNS server your ISP is using, then you'd need to change that in your router administration.
