    Whoops! typo- should have said:

Note: I do not have this access problems with my old system: Windows Vista Home Premium, 7ie.

Also noteworthy, at one time I "upgraded" the Vista system from ie7 to ie8 and found that I could not access a "charts" feature on my tdameritrade account. After a couple of months of reading negative comments about ie8 on the forums, I "back-graded" to ie7 again and found that I could access "charts" with the Vista + ie7.

And once again I ask: What can I do to get Windows 7, ie8 to display the Bill Pay feature on my on-line banking site using Windows 7, ie8?
It seems that IE8 is not compatibile with the website...have you tried to run it in compatibility view through IE.

If that doesn't work what other alternatives have you tried?

When I had ie8 on the old (Vista) computer, the Banking sub-site (Bill pay) would load properly. So it would seem that is either Windows 7 or Windows 7 and ie8.

Other things I have tried: (1)Went into Internet settings and changed everything that was "disabled" to "enabled". (2)Disabled "protected mode"

Explain: "compatibility view", please. I know about adding programs to run in "compatiblity mode", in Windows 7 but I do not know what "compatibility view in ie8", means.

Open IE->Hit ALT->Go to tools->Compatibility Mode settings->Add the web address of the bank website

    Hi there
IE8 DOES have some strange problems -- not always fixed.
However the problem CAN be at the Bank's ebd as well.

Particularly when it comes into things like fillling in Forms via a browser then you need to have installed the .NET stuff and in some extreme cases a JAVA JRE as well.

    First try this

    1) Switch off ALL ACCELERATORS and Disable All plugins on IE8.
    2) download and install the latest version of the .NET stuff from MS (I think it's now version 3.5).

    3) Try again in acessing the Bank site but don't launch the 64 bit version of IE - stick with the 32 bit version.

W7 X-64 gives you the choice in the menu. Make the IE short cut refer to the 32 bit version.

(If the Bank site requests add ins enabvle these after you've verified the Bank site is OK (not "phishing").

    Cheers

There are no forms to fill in on that site.

I have tried both, no joy.

You have to manually type in the password, not though some type of clipboard utility

Contact the bank and go through all their ni]otifications and have them reset it.

    A review of my problem

Have a new computer: Windows 7, ie8 (came pre-installed). New computer will not access my on-line-banking site's sub-site; Bill Pay. It gives me a page that states: "this program cannot display the webpage". If I try to get "More Information", it indicates error #403. I have tried many things (please read posts above before suggesting fixes).

More information that may or may not be apropos: I still have my "Old" computer; Windows Vista (was upgrade after purchase) and ie7 (which was preloaded). At one point, I upgraded ie7 to ie8. I could still access my on line banking site and its sub-site Bill Pay, with no problems. However, a sub-site on my tdameritrade called, "Charts" would no longer load (did not show an error message, just resulted in a blank page and said "done") The bar at the bottom of the screen would indicate that the elements of the page were loading despite the resultant empty page. . Therefore, I uninstalled ie8 and went back to ie7 on the old computer and it would again load that page.

    Observation:
(1)ie8 upgrade and Vista would not allow loading of "Charts" on tdameritrade. But would allow loading of "Bill Pay" on my Bank's site.

    (2) Windows 7, ie8 will load "Charts" on tdameritrade, but will not load "Bill Pay" on my banking site.

    Conclusions:
    (1) The two different problems may or may not be related.

Will entertain any and all suggestions that I have not already tried to fix the problem using Windows 7 and ie8.

The problem manifests itself on a sub-page. Not in the login and password entering page. I can do anything on the site (after logging in), other than clicking on "Bill Pay." Also, notice that I do not have the problem when using my old compter (Vista ie7), which I still have in operation, next to the new one. No joy.

Disable Windows Defender if you have it running. Make sure your Anti-virus program and firewall allows you to enter the site.
