Not quite - but unfortunately, sadly, and dangerously, IE6 is #2 as seen in this Netmarketshare graph on Browser Version Market Share.

I can only hope these IE6 holdouts are on a well managed corporate network. If not, then these IE6 users are irresponsible Internet users. It is bad enough they are a threat to themselves, but folks who fail to "practice safe computing" - that is, they fail to keep their systems fully updated, patched, scanned, and blocked - expose their systems to compromise and exploitation by bad guys, who then, in turn, use those corrupt systems against the rest of us.

IE8 is a HUGE security improvement of IE6, and offers significant improvements over IE7. All IE users, even if using an alternative as their default, should be running IE8.
