    Based upon everything so far, the problem is with IE8. Go to the website and try to reinstall, might correct the errors. You may not be able to install, again, but lets see.

    Is your video driver up to date? Or are you using the default one that got installed?

    Scrolling in IE is done via a video driver accelleration call. In bad cases it can make the computer crash when you scroll if the driver is bugged.

    I dont need to clean install it -.- i have done this many times... i have even clean installed 7 to try sort this out...

    The video driver is up to date but i think it still maybe related to it..
