Windows stuck at "Welcome" screen

    the user account with the problems must be the administrator account. Only 2 accounts show up: administrator and guest. The lusrmgr.msc command "cannot be found"

    So the friend of your F in L has been using the default Admin account for general use. Don't know what else you can do but a repair. Have you got access to the Win 7 Installation DVD?

    Not surprising. I believe lusrmgr.msc is only available on professional and Ultimate and Enterprise versions.

    Its not an actual Windows 7 Disc but a Toshiba Upgrade Disc. Is this sufficient?

    The default and the built-in admin account are not necessarily the same.

    This is the consequence of poor naming by MS which causes confusion.

    I'm giving you a link to a tutorial when will show you how to enable the built-in administrator account. Use that to create a brand-new normal account with administrative privileges.

    Log off, disable the built-in, log back on under the new administrative account.

    Using that new account, transfer and files you want from the old admin account to the new and then DELETE the old admin account.


    Advise your friend/relatives that they should only use the admin account only if absolutely necessary.

    I have tried enabled the admin account from the command line using the recovery section as thats the only admin enabled command line I can get at. It does not appear.

    Nor does any account I create this way.
