Microsoft.Net Framework error

Every-time I start the comp I get a message and if I press continue it just keeps popping up. The message is...

"Unhandled exception has occurred in your application. If you click Continue, the application will ignore this error and attempt to continue. If you click Quit, the application will close immediately.

Conversion from string "<!DOCTYPE HTML PUBLIC"-//W3C//D" to type "Double" is not valid."
