I already mentioned the system is NOT bootable, therefore after the OS splash screen, the Blue screen appears, therefore I can not login therefore can not access the Windows Operating System GUI at all.
    that means I can't update Direct X.
Therefore I am seeking solutions that can be used before Windows ever gets started up

Ultimately the BSOD prevents me from doing anything with my computer besides looking at my Acer Startup screen, Some black and white screens, System Recovery Menu, the Windows 7 logo and finally the Blue Screen of death Which repeats the previous screens :'(

At this point it looks like you will need to format/reinstall the OS..

alright then... thanks. Do you know much about firefox/thunderbird profiles by any chance? I've used Mozbackup to restore and to backup the profiles but since I haven't backed them up recently. Is there a manual way to copy which files are needed, and to then to overwrite the default profile?

The Thunderbird profile is located in C:\Program Files\Mozilla Thunderbird\defaults\profile ... If you can access it, just copy it to a flash drive ...

Try this before reformatting. Worth a shot, but no gurantees.

Boot to the repair disc or installation DVD, and open a command prompt. Enter the following:
    Code:
    del C:\Windows\system32\config\sam
    del C:\Windows\system32\config\software
    del C:\Windows\system32\config\security
    del C:\Windows\system32\config\system
    del C:\Windows\system32\config\default
Reboot, then run a startup repair.
