Do you get a BSOD? If so, follow the instructions in this tutorial and upload the resulting files to us.

Even if you have not had a BSOD, run the tool and upload the files. Maybe we can find some clues from the system files you will upload. I have not found anything meaningful on
    wibushell64.

Try a virus scan with a different software please. If you have uninstalled AVG what have you installed in it's place?

From researching the problem further, when it occurs there is no BSOD, just what would be likened to processor hang. Everything stops for a short while when the mouse hovers over "new" or "new folder" options, then refreshes, and everything is working again.

I have found two instances of this issue, both have been repaired by a fresh installation. If this did not occur from the time windows installed, you have a virus. If it cannot be found, try a bootable antivirus program:

    Panda SafeCD-Clean Virus/Spyware from Unbootable FAT/NTFS Drive

    Start regedit and find key
    HKEY_CLASSES_ROOT\.wbc\shellex
    and delete
    rundll32.exe "C:\Program Files\WIBU-SYSTEMS\System\WibuShellExt64.dll",NewWbc "%1"
    thats all...
