Going to weigh in here with a quick question. You have a 5770 in that Dell, does it by chance happen to have the stock 350W power supply in it?

Dell Studio XPS 8100 Desktop Details | Dell Canada

If so I hope they have done what is mentioned here with the same XPS 8100 and a GTX 260,

Studio XPS 8100 Power Supply - Okay to run GeForce GTX260 ? - Desktop General Hardware Forum - Desktop - Dell Community

and I have found a few hints that they may do the same thing with the 5770. If they have gone and set the card to run with lower clocks it was most likely done in the drivers (INF mod), and installing the reference AMD driver will have removed the artificial limit on the clocks the card runs at, which if that is the case and it only has the 350W power supply could quite possibly be the cause of your problems.

One way to find out for sure if that is what they have done is to uninstall any driver from AMD for the card and install the driver from Dell,

    Drivers and Downloads

    then grab this,

GPU-Z Video card GPU Information Utility

run and take a screen shot of what it shows, then uninstall the driver from Dell, install the AMD driver, and then run GPU-Z again and compare what it shows.

Ah, I think I may have found something. The following driver does not show up in your list of drivers; but it is shown in the dump as an unloaded module. This means it was involved in the crash, but not necessarily the cause. I looked back at your other other dumps and it has been involved in all of your crashes. I was able to find it in $sys_list.txt, which is one of your uploads. It is an XP driver and way obsolete. Uninstall MarvinBus. This driver has caused problems for others.

Here is the location of this driver on your computer: C:\Program Files (x86)\Common Files\Pinnacle\Driver\Video\MarvinBUS64\MarvinBus64.sys
Should I just delete the driver in System32/Drivers?

How can I know what power supply I have?

I sure do have a 350W power supply... I'll install the dell drivers as soon as I can. I sure hope this works

EDIT: Is there any special tool I should use to remove the video card drivers that I installed from ATI or can I just use there uninstaller?

Just use the Catalyst Install Manager found in Programs and Features to uninstall.

I installed Dell's driver and the GPU-Z program shows nothing different. I haven't gotten a BSOD YET, but that may very well change.

GPU-Z showed the same core and memory speed for both sets of drivers? All I have found with regards to Dell underclocking the 5770 is supposition, but have found confirmed that the y do to the GTX 260,

Have also come across quite a few that have had the same kind of problems you are having with the same model of Dell, and happening with both ATI and nvidia cards in them.

How long have you had the computer and is there any warranty left on it? If there is still warranty on it I would be more inclined to let Dell fix it.

I just realized that the GPU Temo is 3 degress warmer, less GPU Load is being used (2% now and before it was 14%, and thats about it.

I haven't gotten the BSOD yet and I have done everything that normally gives me the BSOD.

I would let Dell fix it (I have the best warranty) but I bought it form Best Buy and Geek Squad doesn't know what they are doing. What would they do to fix it anyway?

What would Freak Squad do? The first thing they would likely do is just re-install Windows and call it fixed.

P.S. Could you please post a screen shot of GPU-Z with it at idle. Then load a game or something that puts a load on the GPU, then back in GPU-Z on the Sensors tab set both the core and memory clock to show the highest reading from the dropdowns and post a screen shot of that too.
