Mmm....the only thing I can think of is perhaps there are artefacts of a bad driver still left in the system.

Try this:

1. Use DriverSweeper Guru3D - Driver Sweeper to clean out your old nVidia drivers.
2. Reboot the PC
3. Re-install the latest driver from Nvidia

Does that fix things?

Golden

Ok. We are getting somewhere.

The tempratures on your card are a little bit high : my nVidia GTS250 runs at 43 degrees Celcius. How does your cooling arrangement look inside your case? It helps considerably to dust it out and give it a good clean.

everything looks very clean, but that temp was for motherboard cpu, not the card

Graphics Issue
I don't really know what the issue is, that is why my title is so vague. I'll do my best to describe what the symptoms are. Ok, whenever I try to open certain apps like WEI, try to change my resolution, or even just attempt to open an image file(.jpg, etc), my screen seems to just go...
