Classpnp.sys freeze when booting in safe mode

Recently we had an electrical issue in our home. We had a surge go through and thankfully my surge protector to the hit but since then I have not been able to get my pc to boot up. I have tried to get it back to factory by pressing alt+f10 repeatedly per the manufacturer and was able to get it once and got up and running for and 5 min then i got the blue screen of death. since then when i try to boot up in safe mode it always gets to classpnp.sys and freezes. sadly i don't have any discs from the manufacturer to do a full reinstall and my system restore discs have not done anything. Is there anything that i can do?

You are going to need some sort of media even to do a repair install. Can you borrow a dvd from someone?
