Just type backup and restore in the search box in the start menu.
you should be able to access it directly from there.

Tried typing backup and restore in the search for programs/files and and icon appeared but would not do anything when clicked. I have also run sfc/scannow but this did not change anything ???

You must type it SFC /scannow , note the space
...and make sure you followed the rest of the directions.
SFC /SCANNOW Command - System File Checker

If backup and restore is not working either core system files are screwy or something that shouldn't have happened in your registry has occurred.
