Bsod irql help!!!

I continue to get Driver IRQL not less or equal on a BSOD just about every time im playing a game or on te Internet. I have run the Scan Now promt in Command Promt and it came back negative. I have also ran Memtest and it came back negative. Also i am having random power failures in addition to the BSOD's. Will someone please help me! also i cannot open up or upload any of the minidump files because i have to be an admistrator... but i am and administrator on my computer and ive given security permission in the files to let me read them and it still wont let me upload them.

Hi lysander2142 and Welcome.

Go to your C:\Windows\Minidump folder. Copy the .dmp files to a new folder on your desktop. Zip up that folder and attach to a post.

Usual causes:
Device driver

Your latest dump file blames tcpip.sys which is a Windows System file and is highly unlikely to be the cause.
Old and incompatible drivers can and do cause issues with Windows 7, often giving false error codes.

As a Priority:

PC Tools is known to be a cause of BSOD's on some Windows 7 systems. Uninstall PC Tools. Download Microsoft Security Essentials as its replacement. Make sure your Windows firewall is switched on!

Outdated Drivers. Update:
