Windows not starting up-infinite loop and black screen

I have a toshiba satellite laptop modelT135D and it doesn't want to startup I've tried all the options when I pressed F8 and still nothing. When I choose the launch repair option all that shows up is the cursor and a black screen and I left the black screen on for more than an hour and nothing happens. I've noticed though that when it attempts to start up the little bar after the windows logo loads up doesnt load up as well. This all happened when I turned off my laptop while the windows update was still going at 9 out of 11 . My laptop doesn't have a cd drive either.

You can try a Startup Repair and see if it helps

Have you tried booting into safe mode?
