Windows 7: Freeze and crash even in Safe Mode

I don't think it's the BIOS (but you could clear the CMOS and load safe defaults....it's easily checked...just note the settings you changed from the default).
The drivers were new...it's the reference to pci.sys (Plug &Play Enumerator) that tells me it might be hardware related
My suspicion is the board...a bad RAM Slot that slowly destroys every RAM you put in.
How else would one explain 6 defective RAMs..They're Corsair not some cheapo Taiwan garage sale junk for crying out loud.
Try just 1 good stick in one of the other slots and see how it behaves if it still acts up, it's the board.

From the badcaps site you linked, these items are true:

Motherboard fails to POST.
Memory Test Fails.
Fails to fully boot (or even install) Operating System.
System randomly and frequently freezes.
BSoD or hard freeze under heavy drive activity (Either RAID, SCSI, or standard ATA). (This is questionable, the HD light is on, but I cannot hear it running)
Resetting the system after a freeze and the system will not repost.
(You have to completely power down then power back up.)

I cannot swap out to another PSU (I don't have another that will power this machine) so I tested the power with a mulit-meter during start up and through several freezes with no fluctuations in power. That is the best I can do.

I think I need a new board, do you concur?

If you unplug everything (including all hard drives CD-ROMs etc.) except for 1 stick of memory and the monitor (use onboard graphics if you have) and there is still no POST, even after a CMOS-reset. There is only the board left as a common element.
(While all components are unhooked you could use almost any PSU as a replacement (since there is almost nothing left to power on... just to remove the last shadow of a doubt But in my experience you would be noticing other side effects if it was a bad PSU...besides you measured the power.

Well, I have no on board graphics on this card, so that would not work. I tested by putting my PSU in my daughters board (the 24-pin and 6-pin connectors had snap-off sections so it would fit the 20 and 4 pin connectors on her board), and the machine booted and ran fine. I had it up for an hour, and my machine cannot stay up 5 min anymore. Power supply seems fine, so I pulled the trigger and bought the Acer board from MSI. Hopefully I can update drivers from the Acer website as they don't require registration to download. Here is the board:

I'm not a big fan of anything connected with ebay and paypal but that's just me.
I don't really get the "Acer" part ...it's still an MS-7510 so you can get the drivers and all other stuff like Manual from this site (under downloads) just don't forget to set if you need 32- or 64 bit drivers (depending on what you want to install)

Another option would be on that page (under Overview) check out "Live Update 5" I just used that for my Son's PC because I've seen too much from Murphy to be feel comfortable with "Live Update Online"...again that's just me.
