Lost start button, task bar and icons

    Hi all:
I just reinstalled Win 7 Family Premium 64-bit on my computer after running into some problems. Everything seemed to load OK, but after I woke it from hibernation, all I had was the wallpaper. The start button, task bar and icons were gone and when I gave it the three-finger salute, all I got was the black screen. It disappeared after I hit the esc key.
When I right-click the mouse, I get the dialogue box. I can get to the desktop gadgets, but not screen resolution or personalize.
If I recall correctly, I had the same problem the first time I loaded Windows 7 and it turned out the computer had set my only monitor as the second monitor and everything was on the monitor I didn't have. Problem is, I forgot what I was told as to how to fix this.
Does anyone out there have any idea how to get to the screen resolution box to change this?

or maybe windows key and R key then type "desk.cpl" the quotes are not needed.

This will take you to the desktop settings control panel pane.
