windows reinstallation did not fix bsod problems

big picture: ok a while back (april) i flashed my bios (really very stupid- foolish - i hate myself for this i had no problems but dell pc checkup had on its home page "critical flash your bios" and i naively did- which I hate my self for doing ) and my motherboard fried, I had to get a new motherboard- and every work ok until 2 weeks ago, = i'm getting blue screen after blue screen - i have to force start my laptop several times, sometime the BSOD comes when system repair is "loading files"" then turn on again and off it goes (with no BS) on off.... etc checked my drivers all upto date, no "colficts", spent hours on the phone with Dell checking for errors in diagnostics - No Errors, so they told me it had to be a software problem, great ok.. no recent instalations anyway, they sold me the Windows intallations disk, so I reinstalled window deleting all appart from the unallocated bit . I was with a shell, not even the factory software that comes with dell, so I perform over night all the windows updates, I install a few programs but nothing I never had before. And this morning I tried to turn my laptop back on from Hibernate and the same problems started again constent BS and sometimes the screen just doesn't turn on, or stays on 1/4 of a second and reboots. SO If I understand correctly there no hardware errors and the basic windows software together cause my computer to crash.

Before reinstalling I was getting message saying that the ATI video card, Ithink) stopped working, that being the cause of the crash. Thnks for any answers, My Laptop isn't ever a year old.

should I have formated my drive before deleting and reinstalling windows? could that be causing the problem to persist?
