Hmm... I used to have a power supply that would do that, it was usually an indication of a power surge though, not a proper restart sequence.
On that one you actually had to unplug it and move the 115/220 thing back and forth and then restart.

I honestly think we are looking at a psu/motherboard issue at this point. I wish I could narrow it down more, but without being there in person to check the psu, I don't know a reliable way to test them using software.
