    Problem with Explorer.exe in Win 7 32bit

I'm using win 7 . And sometimes the computer suddenly slowdown a lot . The mouse move like a slow movie with ~ 2 FPS . After a while , the explorer.exe restart itself . And everything is fine again . And this problem is happening again even when i resinstalled win 7 cause of other problems .
So is this a Software or Hardware problem ?
Is there anyway to fix it ?

It's kinda hard to say from here what's going on there. I suspect you "caught"/ran something unsavory/questionable. So I would start with running this:
Malwarebytes : Malwarebytes Anti-Malware is a free download that removes viruses and malware from your computer (make sure you let mbam download the latest scan strings first)
And before we start swapping out browsers and other software, run this (it'll tell you what actually causes the lag) and we go from there

That's understandable. I mean who wants to be a SpamBot or a Zombie in a DDOS Attack etc.
    Did the
