Crashing on loadup

I don't think some people understood my problem before so I'll post this again.

I just got done formating and reinstalling my whole computer due to errors, hoping it would fix the problem. I still get this annoying freezing on the loadup. First, Lifestyle loads up there and has two options to post BIOS message or enter some setup. I am forced to hit to post the BIOS because if I leave it at that screen, my computer just restarts and goes back to the same screen. Next, I have to click F8 to enter some setup. Also freezes there but sometimes I will get lucky and it gives me the menu. I hit F4 to close and I finally get to the Windows 7 is loading with the orbs. But it doesn't stop there. At the same moment everytime, the orbs freeze right before they come together and have to wait atleast five minutes before they come together and load. Please, if reinstalling won't do anything I really need help with this problem.

OS - Windows 7 64
Display Driver - NVIDIA GeForce 8800 GTS 512
CPU Type - Intel Pentium III Xeon, 3000 MHz
CPUID CPU Name - Intel(R) Core(TM)2 Duo CPU E8400 @ 3.00GHz

People are saying it may be low cpu or a bad mobo, but I am not good at computer at all and do not know how to check if these are the causes. I have tried to use Memstart or something but when I see I have to take out something from my computer inside, I don't do it thinking I will do something to mess it up. I just need some basic help on what are some solutions to these problems. Thanks.

I have seen a bad power supply supplying low current cause a lot of issues. Pretty quick fix to try and if it doesn't fix it you can return the power supply. Could try a new CMOSS battery too, cheap to try also.

Your specs do not say what type of computers you are on but did you try booting into your diagnostic mode and running pre-boot tests on your memory, hard drive, cpu? etc. For some computers it's on the same setup screen at the bottom. Some computers have codes. Whatever brand computer you have look up the diags for it. If you built your computer then lookup on your system board how to get into diags.

If your afraid to reach into your computer? Get un-afraid! Basic help is pulling memory--listen for a beep code. Put back in memory and disconnect the hard drive....etc etc. You cand do it !
