Trying to downgrade to the older version is the problem. That is when i get the EEPROM incompatible error. i didn't save the old version (because i'm a silly person) but i will save all further changes. In future i will do system restore points every 10 seconds
But there is still the problem - Should i update (again) or try harder to downgrade? or is there an easy way out of this that i can't see?

Yes, there is an easy way - buy a new system! (just kidding!)
I've never encountered this before (and have only once suggested that someone reflash using an older version of the BIOS). So my experience is limited here.

The first thing to try is to upgrade again. If an upgrade isn't available, then try to redo the upgrade that you just did. Be sure to triple check everything before starting!!!

Since you have to go into the BIOS and "save settings" in order to get into Windows - I suspect that the BIOS chip on your system is broken/fried (and it's not really saving the settings). If this is the case, then have a read here about replacing it: Badflash Bad Flash

I also suspect that, should you get a new PSU, that you'll still be stuck with booting into the BIOS and selecting "save settings" in order to get into Windows.

And, if you can't replace the BIOS chip, then you'll be stuck with buying a new mobo.
Please remember that all of this is a GUESS on my part - so don't spend money on this just because I said so!!!

Thank you so much! I will try this right away. I hope this works. I know for a fact that the bios saves the settings, but it gets through because as i press the BIOS button, it loads the power surge error, THEN goes to the BIOS, so it believes that it has stopped me.
I hope to god that i don't need to spend money

My point is that it isn't saving the settings - even though it may say that it is.
If it was saving the settings, then you'd be able to boot directly into Windows without doing the BIOS thing.
This is because (IMO) the BIOS is fried (the EEPROM errors are another indicator) and doesn't save the default settings on it's own. This is sorta like what you see with a dead CMOS battery - the system won't save the time, but will keep the time that you set when going into the BIOS (until you turn the system off).

Just wanna say that updating the bios worked. I said "Disable Power-surge thingy" and it did. I am able to play my beloved games!
