It sounds very much as though the Windows Installer is badly corrupted.

You could try running these two commands from the command prompt window with elevated privileges:

have you tried a system restore to a point before all thsi happend????

maybe your hard drive is going bad????? i would run system diagnostic to see if hard drive passes...

That's a really interesting error code, if it's accurate. It either means that there's an auth provider attached, or an attachment to a debugger interface failed. Neither seem entirely accurate, but nonetheless it's interesting.

I think, at least at this point, your best bet is a repair installation. However, getting that Win7 ISO onto a USB key is a problem. Does someone else, the local library, etc. have a machine you can use temporarily to achieve this?
