error code 00xc0000225 after restarting pc

this is a thread i found and my pc is doing th same thing...but I built my machine 2 yrs ago and this is the first issue with it for me, so here is the scenario..." So basically I installed a webcam driver restarted the computer and voilą it froze on the windows loading screen. I shut it down and restarted and got the status error 00xc0000225 saying to insert the recovery disc. Problem, I didn't get one with my computer, but neosmart.net offers the download for the Windows 7 recovery disc (completely legal, not warez or cracked), so I d/l the 64bit one (not sure if I needed that or the 32bit though), burned it and it seemed to work at first albeit a little slow. At the screen to select the recover options I discovered I had no restore points made so I selected the startup recovery option to fix whatever was wrong with my startup, after about a half hour it went from searching for problems to fixing the problems...and stayed "fixing the start up errors" for the next 8 hours when I finally just powered it down. Tried it again a few times, no dice same problem. I tried starting it in safe mode (reg, w/ networking, and w/ cmd prompt) it just goes to the loading files screen but no files load and after about 5 minutes it restarts and freezes again.
My computer is a hp envy15 w/ windows 7 though I'm not sure on much else about it, it is only 4 months old though. Don't have the money to take it in to get it fixed so I hope I can find something on here. Thanks for reading =] .......soooo my issue wasnt installing a web cam, i was just browsing the web when my pc went into snail mode so i rebooted and thats when i got the error 00xc000225, i have cleared my HD and tried to reinstall w7 with no luck, please help.

    Hello Gabejan, welcome to SF!

Have you tried a real clean install? Since you cleared the HD....
