Need Reco: Best File Recovery Utility??

hey guys I tried three or four file recovery utilities in the last couple of days, none worth a proverbial hoot. I have a case of files apparently being "marked" in such a way that they disappear, then I find them, then they disappear again. its a long story and I'll spare the detail but its not a case of deletion & recovery, its a drive issue and not sure what causes or caused the vanishing/unvanishing... At any rate I'd like something to bore in and find everything, which I will save, then I'll fix the drive permanently.

need file utility recommendation
Friend of mine's pc was infected by a malware. I have to reformat and reinstall win 7 on it. However, all the files on his external drive are marked as hidden and system files. Is there a good file utility program that I can set all the file as not hidden and non-system file? Thanks.
