Blacks screen with cursor when trying to boot up Windows 7

I have never had this issue occur to me before with owning my computer for about a year and half now. I had my computer on for a few days without shutting it off and one night I decided to turn it off to install new windows updates. When I went to turn it on the next morning it loaded up to the Windows 7 logo then after that a black screen with my mouse cursor appeared. I thought maybe it had to take some time to install the new updates but i came back an hour later and noticed the black screen was still there. So I held my power button down to manually reset it and tried to boot up Windows 7 in Safe Mode. I tried this numerous times and received the same problem with the black screen.
I also have tried the other two options of Safe Mode I have looked on these forums and tried a few methods with using my Windows 7 Installation Cd for the System Recovery Options. I ran the Startup Repair to find out that it "could not detect a problem". I viewed the Diagnosis and repair details and this is what i have:

    Code:

After looking at this i was puzzled that it show this as successful. I also tried to System Restore to an earlier point in my system while trying to do that i would receive an error like this:
    Code:
System Restore failed to extract the file (D:\Program Files (x86)\Microsoft Silverlight\4.0.60531.0\cs\Microsoft.VisualBasic.resources.dll) from the restore point.
An unspecified error occurred During System Restore. (0x80070017)
I was not sure if i received this error because of the problem i am having with the Black screen issue or if it was because I never did a system restore manually I had thought maybe Windows 7 did it automatically?

Well 2 months later and not a single reply. ): Well the problem is solved either way. I had to go back and reformat Windows 7 Professional again on my system and this was the only solution I had thought of.
