Can't open any files inside of any program

I am having a rather unique issue.

I can't open any files in any Office or OpenOffice program going through File>Open. I can double-click a file within a folder and it will open fine.

I don't have this issue in any other program that I regularly use. Just anything Office or OpenOffice.

Here is an image of what I wind up with if trying to attach an image in Outlook. In Outlook I cannot attach a file to an email or Save an attachment. I can double-click in Outlook to open an attachment.

Anyone run into this type of issue before or any suggestions of where I can even begin to look to resolve?

The problem could be virus related.

That is not the issue. I just ran that and an AVG scan and no viruses were found.

Anyone have any suggestions? I have narrowed the issue down to just Office and OpenOffice programs. Every other program I tried I had no issues opening or saving files.
