bsod 7B, can't safe mode, tried all options still not working

Ok i installed the program iisuage, a program to monitor internet quoata. During installation my computer blue screened. when it restarted it can not get past the windows loading screen, (when the bright colors come up and flash around...)

I tried restoring to an earlier date, could not load safe mode and system repair gave me the following message:

I became so frustrated i set it back to factory settings... which did not fix the problem. It still blue-screens (error message 7B and then some more stuff in brackets).

What is recommended now, I was told after half an hour on the phone to Dell support to reinstall windows 7...

Can you get to http://www.sevenforums.com/tutorials/666-advanced-boot-options.html? If so, click "Repair Your Computer" and run through http://www.sevenforums.com/tutorials/668-system-recovery-options.html OPTION ONE to get to step 6. Run command prompt. Type "sfc /scannow" (without quotes) and post back the results. You may have to run system file check three times to fix all errors.

I ran Advanced Boot Options
Clicked "Repair Your Computer"
- did startup repair and get the following (in above post)
- system restore - no system restore points have been created (probably because i restored to factory settings)
- System Image Recovery - i dont think i have one
- Windows Memory Diagnostic - does not pick up anything

keep getting the same sfc /scannow results even after restarting and repeating 5 times
Beginning system scan. This process will take some time
There is a system repair pending which requires reboot to complete. Restart Windows and run sfc again.

note this is what chkdsk says
