    Welcome to Windows Seven Forums.

Are you able to boot into Safe Mode by tapping the F8 key on startup?

If so, do it, and then choose System Restore from the repair options and choose a restore point to a time before you messed with your system.

    thank you...

I have created a system restore and have used it but it still does not work ...!!
My problem may be because I use it during
    -start-up repair ....
-then start-up repair can not fix it .....
-then suggested to use the system restore ......
-then i have used the system restore..
Now when I press F8 and use the system restore, it found no system restore has been create ....!!
because I have been using the system restore during start-up repair restore .....!!
but system restore not restore about timedate.cpl..

Now I hope no other way to restore explorer.exe system restore .....
or the other way live cd or live usb to save the data ....

Seems to me that a system file check is a good idea, you can run it at boot time before Windows loads. There are excellent tutorials on this forum for many problems. Here's a link to the SFC /scannow command tutorial.
