Hey, i figured it out, the newest video driver from Nvidia was the cause. Whats really funny is how much better my video card is without any drivers installed. I read up some of the other problems ppl had on here and i came up upon a nvidia driver compatibility with Win7. For anybody who's reading this, when you take a driver off, do it through the Control Panel/Uninstall Program. What nvidia said is when you uninstall the driver from "Device Manager", it doesnt uninstall everything. When you install the driver again, it would over install on the same path with some of the old files there. With that being said, you just installed a fresh driver over data that could have been or will cause problems.
I looked for a driver that isn't relatively new but compatible with my system and Win7 and worked like a charm.
I still getting my new Video card anyway, and I'll post reports when i install the newest drivers for that one.
Also- My fans are a lot quieter without the newest update.

Ok, i have another problem, i think my vid card might be completely out of whack. When i boot my computer, the login screen doesnt show. i have to press the sleep button then wake it back up to see anything. Also, when i wan to use my onboard video card, it keeps enabling the the Geforce 9500 GS. I also get random screen blackouts and the computer becomes unresponsive, for example, when the screen goes out, i cant move my mouse of press the numlock button on my keyboard.
Windows has been giving me a lot of trouble. I think my problem lays where when i upgraded from 32 bit Win7 Ult, to 64 bit Win7 Ult. The reason why is when i installed the 64 bit, i didnt do a fresh instillation. i kept the old 32bit windows o there. And if i have a clean harddrive and the pc used to be vista, does it cause a problem if i just go install Win7 before vista?
