As I am new to this thread, I do not know fully what has already been done, so let me know if you have already done a step.
If the fix-its and registry tweaks do not work, you are left with Repair Install.
If that still does not resolve it, Clean Reinstall - Factory OEM Windows 7.
Steps 1-3 in the second link may be needed for the repair install, as well. I recommend backing up any important data and getting your license keys together prior to doing the repair install or the clean reinstall just in case something unexpected happens. Repair installs usually succeed without loss of data or programs, but it is best to be safe. Steps 3, 6, and 7 in Clean Reinstall - Factory OEM Windows 7 may help.
