Pc boots up fine but cannot open any programs

I am posting this for my friend who is having the problem posted above.

This problem started happening all of a sudden after turning on his computer, it booted up nice and fine how it should, he can move around his desktop with his mouse and type in the start menu, BUT if he tries clicking, moving, or opening anything on his computer his mouse icon turns into the loading circle icon and his pc freezes. He has done a hard reboot, and after this has turn on normally and booted up in safe mode not getting any better. How can he fix this? Thanks

P.s. He can left and right click with his mouse without freezing, but still cannot open anything.

Go through the Troubleshooting Steps for Windows 7

       Warning
Some of the steps require that you open up your system, so before doing any of the re-seating and connection checking steps, answer these two questions: Are you still under warranty? Does your warranty allow you to open up the machine to check hardware? If you are unsure of the answers to these questions, contact your system manufacturer. WARNING: Some steps in that tutorial involve removing the system case or system panels and can void your warranty!!!

The steps specifically related to the warning are steps 8, 10, and 11.

From what is said above he cannot type, or click anything on his computer, meaning that he cannot do any of the steps listed.

Run these free bootable diagnostics: Initial Hardware Diagnostics
I'd start with the malware stuff first.

Sorry, but your initial post was rather difficult to understand. I thought Safe Mode was working...
