Windows 7: My windows 7 says "windows failed to start"

My windows 7 says "windows failed to start"

I a very new to all this so accept my apologies in advance if Im not doing this right. But Im in over my head.I have a DELL inspiron 5010 laptop with windows 7 home premium and intel i3 processor. A week ago, all of a sudden, when I powered on my laptop, it gave the message "windows failed to start" and asked me to "repair windows (recommended)". When I selected that option, it tried to repair windows and could not do so. I called DELL customer support and they ran diagnostic tests which the system said "all tests passed". STILL the Representative told me I had a hard drive corruption and need to replace it. MY computer is hardly 16 months old. But its already out of warranty so DELL wont replace ANYTHING!!!!
Now, I just want to know two things:
1) is there a way to fix this problem and how?
2) how do I save my files if I need to freshly re-install the OS??
I HAVE to SAVE my files. Any help in this matter will be greatly appreciated.

Hi,
My name is Ashutosh kumar sharma and i work for social media and community team at Dell.
Follow the steps mentioned below which is similar to operating
system reinstall and this will save your time.
1. Disconnect all external peripherals.Turn off your system,
restart the system and

2. As soon as you see the dell logo start tapping F8(function
key on the top row of the keyboard)
3. you will get 'Start up Repair' screen,leave that option
highlighted and press enter on your keyboard choose you
language option and click on next.
4. You will get recovery options select the last option which
says "Dell data safe restore and emergency backup'
5. Click on next and Select second option which says 'other
system backup'
6.Click on next and select 'restore my computer'
7.Click on next and then choose your options which says
"restore my computer without preserving or preserve my files''

8.Then click on next and select '' factory image'' and
Click on next,these step will restore your computer to factory
image(as you got the system from dell on day 1)
