That means it was enabled ?

If so, afetr disabling it, wait and see if it causes any further glitch or crash. Most probably it would not.

After consulting a local professional I found out the its actually the CPU overheating from the fan being too weak that's causing the computer to crash... Sorry for all the inconvenience Ive caused and thank you arc for helping me.

BTW, do you, by any chance, have driver verifier enabled ? If so, disable it .

Driver Verifier - Enable and Disable

Bugcheck c9 can occur due to DRIVER_VERIFIER_IOMANAGER_VIOLATION. So, if you need not to monitor any driver via driver verifier, disable it.
I registered to come here and say that THIS FIXED MY PROBLEM THANK YOU.

I had looked all over and tried so many different things, and nothing worked. My screen would just glitch out into a crazy pattern and my computer would lock up hard, no number lock response, nothing.

Had the same atdcm64a.sys 0x000000c9 error as OP. It would hard crash me every time I started installing any version of AMD drivers. Also crashed me when I tried to install a driver for an older audio interface, with the same hard graphical glitch.

    Thank you so much!!
