Sapphire Recommends a 500W PSU. Try removing the graphics card from the computer and run off of on board graphics. Also, go into bios and set optimized defaults. Go to sata configuration and set it to what it is set to now (IDE or AHCI), set the USB configuration, ram timings, voltage, and frequency, set the boot order, save and exit. Make sure your SSD is connected to an Intel port 0 or 1. See if that makes things better. If you still have trouble with the keyboard, try an extra one if you have it or borrow one from a friend just to test.
