It seems like your power supply (PSU) or graphics card/chip is bad.
Some hardware tests to run.

Graphics card:

Hard drive(s):
Pick one for your HDD brand or use Seatools.
7 Free Hard Drive Testing Software Tools

RAM (memory):
This will require memtest on a bootable CD or USB stick.
RAM - Test with Memtest86+

In my sig is a link for Driver Sweeper rather than Driver Fusion which I think is better. Try updating your GPU driver.

Windows 7 Home Premium 64bit

I always figured there was an issue from the start with my graphics card. I tried to run that program Furmark with all the options listed to select (Burnin, extremeburn in post fx) I ran it for 30 minutes no problem. However if i click to "Log GPU Data" the program crashes and I cannot perform the test.

If i swap out my graphics card for a better one , with the results i've posted do you think it should solve my issue? I'm thinking about upgrading to somthing for more of a home theater PC setup graphics card. I just always heard Dell computers are not user friendly for upgrading.

No I don't think a new GPU will solve it, but one never knows. You may need a more robust and bigger PSU too. what did the other tests show?
