You may need to run Startup Repair, 3 separate times with reboots in between each attempt.

I have tried startup repair(via the windows disc) more than 3 times in a row with no changes.
Are there any other suggestions or options before I resort to a clean install?
Try a clean install and then post back your results :)
Did you check all of the PSU connections?
Unplug them and re-connect.
Remove all but one RAM card, try to boot.
Change to another single RAM card if it doesn't boot.
System Specs would help us out.
Remove graphics card, use on board graphics if you have them. If not, try another graphics card.
Are you getting any beep codes?
