BSOD, driver irql not less or equal

I have this BSOD ever since I installed the Catalyst 12.8 drivers.

When I'm either web browsing or copying files, the screen glitches for a second (distorted pixels on a black screen) and then flashes to a BSOD.

I tried to uninstall the driver but a different BSOD then showed up right after the display driver got uninstalled.
(Attempt to reset display driver failed)

My system specs are as follows:

    AMD HD Radeon 6870
    AMD Phenom x6 1090T
    8 GB RAM
    I TB hard drive

Your crash dumps are not showing any finite probable cause. In such a situation, it is better to enable Driver Verifier to monitor the drivers.
Driver Verifier - Enable and Disable
Run Driver Verifier for 24 hours or the occurrence of the next crash, whichever is earlier.

       Information
    Why Driver Verifier:
It puts a stress on the drivers, ans so it makes the unstable drivers crash. Hopefully the driver that crashes is recorded in the memory dump.

How Can we know that DV is enabled:
It will make the system bit of slow, laggy.

       Warning
Before enabling DV, make it sure that you have earlier System restore points made in your computer. You can check it easily by using CCleaner looking at Tools > System Restore.

If there is no points, make a System Restore Point manually before enabling DV.

       Tip

Let us know the results, with the subsequent crash dumps, if any.

Test your RAM modules for possible errors.
How to Test and Diagnose RAM Issues with Memtest86+
Run memtest for at least 8 passes, preferably overnight, per RAM module per slot.

Stress test the Graphics Card using Furmark.

    Disable Driver Verifier now.
    Code:
    lmvm atikmpag
    start end module name
    fffff880`04166000 fffff880`041b6000 atikmpag (deferred)
        Image path: \SystemRoot\system32\DRIVERS\atikmpag.sys
        Image name: atikmpag.sys
        Timestamp: Wed Apr 20 06:52:32 2011 (4DAE3558)

    Update your ATI/AMD display driver.
You can get it from the link in our forum, Latest AMD Catalyst Video Driver for Windows 7, or you may go to AMD Graphics Driver and Software and opt for Automatically Detect and Install the appropriate driver for your card.

During installation, you may opt for advanced installation, and install the display driver only, not the Catalyst Control Center.

Okay, do I perform a clean uninstall of the ATI drivers first or just reinstall the ATI driver over the old ones? I uninstalled the drivers before, btw.

Okay, I rebooted into safe mode and used Driver Fusion to remove all ATI Drivers, rebooted again and then I installed the Catayst 12.10 drivers.

There were no BSODs for about 5 hours, and then I left the computer while it was defragmenting a disk and it had rebooted apparently.

According to the Event Viewer logs, the error was this

The computer has rebooted from a bugcheck. The bugcheck was: 0x000000d1 (0xfffff7fffb097300, 0x0000000000000002, 0x0000000000000008, 0xfffff7fffb097300). A dump was saved in: C:\Windows\MEMORY.DMP. Report Id: 122312-22838-01.

Yes, a memory dump was saved, you have grabbed tthat using the SF Diag Tool and uploaded that, and we checked that. By checking that, we suggested you some steps, you executed those, and running the computer now.

Let us know how it is running.
