The "noisy mouse" thing is generally caused by poor RFI (electrical) isolation between the sound card and other parts of the PC. It's common in motherboard-embedded sound cards, although any sound card inside the PC enclosure is susceptible to that type of induced noise, even very expensive cards in expansion slots. That's why upper-end PC sound gear is nowadays frequently imlpemented in the form of a USB-attached external box. The fact that it's removed from the PC enclosure gives it far greater shielding.

Sometimes you can make it bearable by turning down the gain on the soundcard itself, and instead increasing external (speaker) amplification. It can improve signal-to-noise ratios.

As far as your HDD activity is concerned, it's very unlikely to be related to the issue above. If you run RESMON, the "disk" section will show you a per-process breakdown of disk-related activity. Do any of the processes stand out while your HDD is going nuts with activity?

Any chance you could provide more detail? Are you saying the HDD light is on (flickering?) even when there's no corresponding spikes in disk activity in resmon?

    Does the activity ever stop?

Do you know of any way to make it start again (on purpose)? I don't mean any disk activity - I mean the unwanted, sustained variety in particular.

Does it happen if you boot to safe mode to test (press F8 on startup)?

Well how can i explain it..? its on but it seems to be dimmed,(not flickering) and when i do for eg. access my harddrive, it will flicker rather brightly, Ive think that when i mounted my mobo into a new case that i might have gone wrong with the light wiring. thanx for the awesom help guys. this forum really kicks @ss thanx to members like you
