BSOD and weird graphical issues.
Let me just start off by giving a short history of what has happened recently.
My mom buys me a cheap walmart jacket for Christmas and for some reason it creates alot of static electricity, To the point where my hair stands up... lol But I have shut my computer down 3 different times just by touching the bay door and shocking it. I walk around the house touching metal objects trying to release some of the built up static electricity. Once when I was trying to plug in my headphones to the front jacks I sent a spark into my headphone jack and my headphones quit working. But for about a week now I have been preparing to reinstall windows (Archiving files and moving pictures off of my C: Drive) And Friday I was finally able to do it. But I couldn't find my install disk so I had to download a new one from here [MDL LINK REMOVED]
And I used the Windows 7 USB/DVD Download tool from the Microsoft website. Everything installed fine but that's where my problems started. I was getting constant BSODs and constant graphic driver crashes so I figured it was just a crappy windows install so I did it again and I quit seeing BSOD but I still get my graphic driver crashes. I started to think my ram is bad so I ran Memtest86+ And I got tons of red running the test. But it could also be my MOBO Capacitors. And then Just this morning I got the BSOD again and I saved the error report.

Well the reason I am here is because I really can't afford to buy new parts and I am hoping you all could see that it's a software issue as opposed to a hardware issue. What do you guys think? Is it a hardware issue or software? What are your suggestions?
BTW sorry for the wall of text. If there is any info I forgot let me know and I will get it posted up as soon as possible.
