Frequent Lockups/Hangups/Not Responding in all programs I run

Thank you in advance for any help that you can provide.

Over the last few months I have experienced frequent hang ups or frequent "not responding" on almost every application I run (Firefox, Microsoft Word, Control Panel, even Explorer when I'm trying to open a file). I keep Microsoft security essentials updated and have run full virus scans and have found nothing week after week. I have defragmented my hard-drive three times over the course of the incident and it has not resolved the issue. I am not quite sure how to precede further as I continue to have these constant issues.

Here are the system specs I can supply:
    Laptop: Dell Studio 1555
OS: Windows 7 Home Premium 64-Bit
    Processor: Intel(R) Core(TM)2 Duo CPU T6600 @2.20GHz
    RAM: 4.0GB
    Anti-Virus: Microsoft Security Essentials
    Browser: Firefox

Please let me know if this is the incorrect forum to post in. This one seemed the best fit for the problems I am having. Thank you.

    chknfngers

    Lets run a chkdsk

Click on the button on the lower left of the screen . Type CMD inside the Search programs and files box . Right-click on CMD under Programs (1) choose Run as administrator . On the User Access Control window click on the Yes button . Command Prompt should open to the path Path C:\Windows\System32>_ ( image below )

    Type the command

    chkdsk C:\ /F /R
press <ENTER> it will tell you the it will schedule on the next restart type the letter Y and Press <ENTER> then restart the PC manually .

       Note
There are spaces after C:\ and in between the F and forward slash (/)

Once the chkdsk is completed run SFC /scannow

Open the command prompt the same way as you did for chkdsk this type input this command and press <ENTER>

    SFC /scannow

If SFC locates any corrupted files run it a few more times with restarts in between . On the last one if it still locates corrupted Files upload the CBS.log .

    Location of CBS.log file : C:\Windows\Logs\CBS\CBS.log

When i type the command into the command prompt it tells me that:

"The drive, the path, or the file name is not valid"

I am putting the spaces in between the C:\ /F and /R as you mention. I am also running it as administrator.

This tcpmon.ini file seemed to be the only file that could not be repaired. Trying to upload the last scan I did in a file.

    POQ 127 ends.
