Windows 7 won't boot up

I don't know if this the correct place for this, but it seemed to be the best choice.

My Windows 7 won't boot up. After it gets "Loading Windows Files", it just goes to a blank screen and nothing further. This happens whether I boot from HDD, the System Repair CD, or the System Install CD. I ran Seatools on the HDD (with no errors) and I can boot OK from Kaspersky Rescue CD (no virus found) or from an Ubuntu CD, so I don't think the problem is hardware or virus related. I found a command called BOOTREC that might work, but it needs to be run from a Command Prompt. Since I can't get to the System Restore Options screen with the System Repair CD to get to the Command Prompt, is there some Windows 7 program that I can use to boot directly into the Command Prompt screen (like the XP Recovery Console CD did on the XP system) without going through the System Restore Options screen?

Also, assuming I can get to a Command Prompt screen and the BOOTREC function does not work, where can I find the commands to do a manual System Restore to an earlier date in Windows 7?

Also, if none of the above works and I can't get to a Command Prompt command, how do I do a re-install of Windows 7 with the System Install CD, since it also hangs up when loaded? Is there some way to just reformat the HDD outside of Windows 7?

Everything possible that can be done is in Troubleshooting Windows 7 Failure to Start.

Make sure you are following the steps to boot a disk found in How to Boot A Computer from CD or DVD - YouTube.

If you get no prompt to boot from DVD then it's not a good DVD so burn another provided in the tutorial to do repairs, rescue your files or if necessary reinstall.
