If it's not causing any problems, then personally I wouldn't worry about it, it's just strange that it only happens sometimes and only when booting up.

I Just Turned on my Computer right now and did not see the odd fuzz so I think it is just some appearance malfunction that only occurs sometimes. I wont really trouble you with it especially that it is not causing any damage to my computer.

Also I still haven't gotten any updates recently and I made sure my computer updated my windows automatically but I see no updates what so ever even when I scan my computer for updates. I know this can turn deadly if not fixed but I do not know how to update windows any other way or find the new updates through another methoud.

If there isn't any updates available, then Windows hasn't released anymore additional updates, most systems will have around 160ish Windows Updates, I only have 205 Windows Updates, mostly due to Visual Studio and IE10.

The latest Windows Updates I've had recently, were definition updates for MSE.

It's good you haven't had any further problems, just check for Windows Updates every few days to ensure your fully updated.
